The Windsor Framework introduces new rules for moving goods between Great Britain and Northern Ireland. It allows trusted traders to move goods through a new “green lane”. However, traders must be authorized under the new UK Internal Market Scheme (UKIMS), replacing the UK Trader Scheme from September 30, 2023.
Key Changes:
1. Phased Implementation:
From September 30, 2023, more traders can declare goods as “not at risk” of entering the EU and join the UKIMS.
Then, from September 30, 2024, goods under UKIMS will be relieved from full international customs requirements.
2. Simplified Process:
Traders will provide a reduced dataset to HMRC, drawn from existing commercial information. As a result, there is no need for supplementary declarations and customs checks unless required by a risk-based assessment.
3. Red Lane for Other Goods:
Goods not moved under UKIMS will use the "red lane". Therefore, they must follow full EU customs procedures.
4. Special Goods Handling:
For certain goods, like agrifood, additional steps may be required. Nevertheless, traders can still benefit from simplified data under UKIMS.
5. Trader Support Service (TSS):
The TSS assists traders by auto-populating data fields. It also guides them through the new process, making it easier to comply with the requirements.
6. New ‘Goods Profile’:
Traders will no longer need to provide detailed commodity codes. Instead, they will use a unique ‘goods profile’ with simple descriptions linked to relevant codes. This will support real-time risk analysis.
7. Alternative Simplifications:
Traders may also choose other processes like the Entry in Declarants Records (EIDR). This allows for batch submissions, which might suit some businesses better.
These changes aim to streamline goods movement into Northern Ireland. As a result, they reduce bureaucracy and simplify customs processes.
